I gave this photo of a corner drug store in France a soft painterly appearance. Compare it to the original photo below. Here's how: First I made a duplicate layer and then dramatically lightened the duplicate layer using a Levels adjustment layer. Next I applied a Gaussian blur with a radius of about 30 pixels. The last step was to change the blending mode of the duplicate layer to "Multiply".
